After upgrading to Windows 10 , some people are facing issue of Settings app not launching. Or for some people when Settings is clicked, Store is getting launched. Microsoft has created a troubleshooter for the same.

Once you click the link, when prompted click Run. Select Yes, if you get a Security prompt.
After the troubleshooter has run, search for Settings from the Start menu and launch the Settings app. That should fix the issue.
Yesterday Microsoft released KB3081424 Cumulative Update for Windows 10 and it includes the fix for the issue to prevent this problem from re-occurring. This KB doesn’t fix if one is already experiencing and has to run the troubleshooter only. And after that ensure this KB is installed.
